Municipal Court. Prosecute all misdemeanor criminal and traffic cases in the Beaverton Municipal Court and on appeal to Washington County District Court. Assist as necessary in implementing the “paperless court” system.
Police Administration. Provide legal advice to police administration. This includes regular briefings on new laws and court decisions and other training such as “Citizens Academy” and “Peer Court.”
Victims Assistance. Provide necessary legal counsel and administrative support to the victim/witness coordinator to assure compliance with state program mandates and optimum program effectiveness.
Community Development:
Long Range Planning/Development Review. Provide legal advice to implement state and region-wide legislation as well as long range planning efforts to address redevelopment, periodic review, METRO’s 2040 Plan, the Transportation Planning Rule and annexation.
Public Facilities, Utilities and Services. Ensure effective representation of the City’s interests in delivering the highest quality of public utilities and related services, e.g., capital improvements involving major road and drainage projects and infrastructure fees and exactions.
Beaverton Central Redevelopment. Provide legal advice, draft property conveyances, engineering and construction contracts, assist with right of way acquisition in connection with redevelopment of city-owned property adjoining the Beaverton Central light rail station and potential redevelopment of the area surrounding the old City Hall.
Statewide Initiatives. Provide legal advice as needed to implement Oregon Constitutional amendments affecting procedures for adopting local land use regulations.
General Legal Services:
Litigation. Defend all challenges to the City including land use appeals, liability claims not covered by insurance, and any challenges to resolutions, ordinances or official enactments of the City.
City Code and Administrative Policies. Review and update City’s Code to keep pace with changing legal and policy environment, and reviewing and recommending improved ordinances, regulations and policies.
Labor and Employment. Provide legal advice in and defend as necessary all employment rights claims against City, and labor relations contested cases where attorney representation is appropriate.
Contracts. Prepare or review all contracts for goods and services and all intergovernmental agreements. Ensure compliance with applicable ordinances/regulations. Rewrite purchasing policies and revise standard contract forms to reflect modern practices.
