Block Party, Miscellaneous Event, and Sound Amplification Permits

Policy for Block Parties and Miscellaneous Events

Block Party

Block parties and miscellaneous events conducted within the public right-of-way, or on city-owned property, or that will have amplified sound outdoors require a Block Party or Miscellaneous Event Permit (PDF).

No fee is charged for applications that are received at least thirty days in advance of the event.

Definitions

Block Party—a closure of no more than one block of a local street, usually residential, for small-scale events, such as potluck dinners and barbecues. Less than 100 persons in attendance.

Miscellaneous Events—events attended by no more than 300 persons that do not fit in the block party definition, such as a wedding reception. Any event in a public street or park with over 300 persons or with alcoholic beverages requires a Major Community Event permit.

Sound Amplification

  • The broadcast or amplification of sound outdoors may be approved if it does not create an unreasonable disturbance.
  • The event holder may be required to collect signatures of consent from neighbors who may be impacted by the amplified sound. Applicants are advised to submit applications as far in advance as possible to allow sufficient time to collect signatures if required by the City.

Street closures

Temporary street closures may be allowed to enhance public safety.
Streets may not be closed for:
  1. Any event that charges admission to enter the closed street area. Events that charge admission require a Major Community Event Permit.
  2. A permit shall not be granted if an unreasonable obstruction to vehicular or pedestrian traffic is likely to result.

Event Permit Requirements

  • Obtain the consent of all the neighbors that will be affected by the event before submitting the application.
  • Plan for the safe routing of participants and vehicle traffic. Events cannot unreasonable interfere with traffic.
  • Most parks in Beaverton are managed by the Tualatin Hills Park and Recreation District. Please call (503) 645-6433 to reserve a park.
  • Event holders will be responsible for making sure that this policy and the conditions of the permit are followed.
  • Submit applications to: Code Compliance Program, City of Beaverton, P.O. Box 4755, Beaverton, Oregon 97076-4755.
  • Contact Code Compliance if the event date needs to be changed after the permit has been issued.
  • A permit can be revoked for failure to comply with this policy, the terms and conditions of the permit, or if the city receives an excessive number of complaints.

Permit Review Process

Applications should be submitted at least 30 days in advance to allow time for the review process and for the applicant to address any changes or conditions the City might request. Permit applications are reviewed by the appropriate city departments for the following criteria:
  1. The proposed event can function safely.
  2. The event will not unduly interfere with previously approved or ongoing construction, maintenance or other activities.
  3. The event will not unduly interfere with public transit systems.
  4. The event will not unduly interfere with the flow of traffic in the area.
  5. The street will be closed in a safe manner that will allow emergency access for fire, police, and (EMS) vehicles.
  6. Neighbors impacted by the proposed event have been notified and have approved, or have not objected, to the event being held.
Permit applications may be denied in the City's sole discretion. The City may propose alternate locations or dates, or may refuse to issue a permit. The applicant may appeal any such decision to the City Council by submitting a written appeal to the Code Compliance Program.

Useful Information for Street Closures

  • Because emergency vehicles must be able to access the event area at any given time, a street may not be barricaded or blocked off by any means other than candlesticks, traffic cones, or wooden barricades.
