Block Party, Miscellaneous Event, and Sound Amplification Permits

Sound Amplification

  • On application to the City, a permit may be granted for the broadcast or amplification of programs of music, news, speeches, or general entertainment as a part of a national, state, or city event, public festival, or outstanding noncommercial events.
  • The broadcast or amplification shall not create an unreasonable disturbance to people on neighboring properties.
  • A permit shall not be granted if an obstruction to the free and uninterrupted traffic, both vehicular and pedestrian, will result.

Block Party

Block parties and miscellaneous events conducted within the public right-of-way require a Block Party or Miscellaneous Event Permit (PDF).

Definitions

Block Party—a closure of no more than one block of a local street, usually residential, for small-scale events, such as potluck dinners and barbecues. Less than 100 persons in attendance.

Miscellaneous Events—events attended by no more than 300 persons that do not fit in the block party definition, such as a wedding reception. Any event in a public street or park with over 300 persons or with alcoholic beverages requires a Major Community Event permit.

When may a street be closed?

Temporary street closures may be allowed for non-commercial events which provide a civic benefit to the community, subject to the criteria discussed below.
Streets may not be closed for:
  1. Commercial sales or promotions, etc.
  2. Any event that would restrict pedestrians from traveling through the area.
  3. Any event that charges admission to enter the closed street area. Events that charge admission require a Major Community Event Permit.

Event Permit Requirements

  • Obtain the consent of all the neighbors that will be affected by this event before submitting the application.
  • Plan for the safe routing of participants and vehicle traffic. Events cannot unreasonable interfere with traffic.
  • Most parks in Beaverton are managed by the Tualatin Hills Park and Recreation District. Please call (503) 645-6433 to reserve a park.
  • Event holders will be responsible for making sure that the conditions of the permit are followed.
  • Submit applications to: Code Services Program, City of Beaverton, P.O. Box 4755, Beaverton, Oregon 97076-4755.
  • Code Services needs to be notified if the event date needs to be changed after the permit has been issued.
  • A permit can be revoked for failure to comply with these rules and standards, or if the city receives an excessive number of complaints.

Permit Review Process

Applications should be submitted at least 30 days in advance to allow time for the review process any for the applicant to address any changes or suggestions the City might request. Permit applications are reviewed by the Police Department and Public Works Department for the following criteria:
  1. The proposed event can function safely.
  2. The event will not unduly interfere with previously approved or ongoing construction, maintenance or other activities.
  3. The event will not unduly interfere with public transit systems.
  4. The event will not unduly interfere with the flow of traffic in the area.
  5. The street will be closed in a safe manner that will allow emergency access for police, fire and emergency (EMS) vehicles.
  6. Neighbors impacted by the proposed event have approved or do not object to the event being held.
Permit applications will be denied if this criteria is not met. The City may propose alternate locations or dates, or may refuse to issue a permit. The applicant may appeal any such decision to the City Council.

How to Close a Street

  • Because emergency vehicles must be able to access the event area at any given time, a street may not be barricaded or blocked off by any means other than traffic cones or candlesticks.
