Transportation Plan Update

2035 Transportation System Plan Update Progress

Development of the 2035 update of the City’s Transportation System Plan (TSP) is progressing. The update is needed to comply with Metro’s Regional Transportation Plan and to expand the City’s TSP to include annexed areas and changed conditions since the 2020 TSP was adopted.

In December 2009, consultant DKS Associates finalized the revised draft 2035 TSP and Appendix that responded to comments received at the December 9, 2009, Planning Commission work session and public hearing.  These products are posted below under the Planning Commission heading.

Initial public involvement opportunities on these draft products were centered on two Open Houses and two Traffic Commission meetings that invited participants to interact with the Commission and consultant. The December 4, 2008, and February 5, 2009, Traffic Commission meetings presented and took comments on the Existing Conditions and Issues Report, draft goals and policies, and the Future Conditions and Needs Analysis. The third Open House and Traffic Commission meeting presented and took comments on the Solutions Report that included the financial analysis and draft projects.  The final open house held October 1 looked at the final draft 2035 TSP.
A joint Planning Commission and City Council Study Session on the full draft TSP was held on October 12.  Comments were taken and a subsequent Planning Commission Work Session and Public Hearing was held December 9, 2009. The discussion centered around Plan policies and the high priority Action Plan projects.  Comments were collected and a revised December draft of the 2035 TSP is posted below under the February 10 Planning Commission heading.  Originally scheduled for February 3, this second public hearing was moved to February 10. Public testimony at the February 10 hearing addressed neighbors' views on the extension of 125th Avenue; a proposed addition to the high priority project list. The public hearing was continued to May 26. In the interim, City Council will hold their second study session on April 19.
