The Storm Drainage Program is based primarily on the Storm Drain Master Plan, completed in 1994. The master plan identifies and prioritizes improvements that are needed to convey or detain a 25–year storm, and provides an estimated cost for each improvement in 1996 dollars.
Storm drain improvements fall into three categories:
Two major storm water construction programs dominate the FY 99/00 CIP. Council approved the programs in 1997 and 1999 to address potential flooding in two tributary drainage basins of the Erickson Creek basin - the Westside Interceptor and Central Interceptor Storm Drainage Improvements. Each interceptor drains storm water run-off from separate sub-basins of Erickson Creek. Neighborhood flooding occurred in 1996 and 1997 in the area served by the Central Interceptor and Westside Interceptor storm drain systems due to both unusually high amounts of rainfall and a drainage system capacity deficiency.
Storm drainage improvements are funded by the Storm Drain Fund (513). "Increased-capacity" improvements are financed through SDCs, "maintenance and replacement" projects are financed by the monthly storm drain service charge, and "system expansion" improvements are funded and constructed as part of street improvements.
