The Oregon Secretary of State offers the Oregon Business Wizard, which can help determine permitting, licensing, and regulatory requirements.

Small Business Development Centers 

Small Business Development Centers are operated by Business Oregon and local community colleges. They offer classes, seminars, and one-on-one counseling for starting a business.
